Strictly speaking, delegation produces volunteers, which is a good thing, and we need to think in terms of raising disciples to volunteers, but if that is all we do we find ourselves getting busier running a bigger organization, but one that still stalls.
Delegation without ownership produces volunteers. Ownership is the next level beyond volunteering, and one we must take the initiative to impart. There is no set of "how to's" to do this, but there are several things a number of our staff have done to raise volunteers to owners, and I would be interested in reading what others might have to say.
